فرهاد خرمی عضو هیئت علمی دانشگاه علامه طباطبایی در گفت‌وگو با خبرنگار اقتصادی خبرگزاری فارس با اشاره به راهکارهای تحقق اقتصاد مقاومتی که اخیرا از سوی مقام معظم رهبری نامگذاری شد، اظهار داشت: منظور از اقتصاد مقاومتی اینست که تولیدکنندگان و مصرف‌کنندگان جامعه هر یک در جایگاه خود در راستای ارتقای اقتصاد کشور تلاش کنند.

'محمدرضا فرزین' افزود: تاکنون صندوق توسعه ملی 24 میلیارد و 670 میلیون دلار قرار داد عاملیت با بانک ها امضا کرده است که با اضافه شدن رقم 5/2 میلیارد دلاری امروز ،‌حجم قراردادهای عاملیت صندوق با بانک های کشور به بیش از 27 میلیارد دلار رسید.

به گفته ی مدیرعامل صندوق توسعه ملی ،‌ بانکها نیز تاکنون 11 میلیارد دلار از منابع یاد شده را در اختیار متقاضیان و پروژه های مختلف قرار داده اند.

فرزین با اشاره به اینکه ‌منابع صندوق توسعه ملی از محل فروش نفت و فرآورده های نفتی تامین می شود،‌ گفت: امسال 23 درصد از درآمدهای حاصل از فروش نفت به این صندوق واریز می شود تا بصورت تسهیلات ارزی در اختیار بخش خصوصی قرار گیرد.

مدیرعامل صندوق توسعه ملی درباره نرخ سود تسهیلات پرداختی از محل منابع صندوق توسعه ملی گفت: نرخ سود تسهیلات شش درصد ، ‌اما برای بخش آب ،‌کشاورزی و مناطق محروم و صادرات پنج درصد است.

فرزین افزود: البته این نرخ سود بین صندوق و بانک های عامل تقسیم می شود ، ‌بطوریکه 60 درصد نرخ سود(یعنی 6/3 درصد سود) بعنوان سهم صندوق توسعه ملی و 40 درصد نرخ سود ( یعنی 4/2 درصد )‌ بعنوان سهم بانک عامل تلقی می شود .

وی تاکید کرد که تسهیلات صندوق توسعه ملی بصورت ارزی پرداخت می شود و بازپرداخت آن نیز باید بصورت ارزی باشد.

فرزین در مورد معرفی 2 نفر از نمایندگان مجلس شورای اسلامی بعنوان اعضای هیات امنای صندوق توسعه ملی گفت: مجلس تصمیم جدیدی برای معرفی نماینده به هیات امنا نگرفته و همچنان آقایان مصباحی مقدم و قادری نمایندگان مجلس در هیات امنای صندوق هستند.

وی در مورد پوشش بیمه ای نوسانات نرخ ارز گفت: ‌براساس ماده 72 قانون برنامه پنجم ، بیمه مرکزی تصمیم گرفته است 25 درصد نوسانات نرخ ارز را پوشش بیمه ای بدهد .

مدیرعامل صندوق توسعه ملی در مورد نظارت بر استفاده از منابع صندوق گفت:‌این نظارت در 2 بعد صورت می گیرد ،‌ بخشی از نظارت از طریق صندوق است و بخشی نیز توسط بانکهای عامل انجام می شود .

مدیرعامل بانک پاسارگاد نیز در آیین امضای این قرارداد عاملیت گفت:‌ باید به صندوق توسعه ملی بعنوان نقطه اعتلای ملی نگاه کرد و ایجاد چنین صندوقی را باید به سیاست گذاران و تصمیم گیرن کشور تبریک گفت.

'مجید قاسمی' گفت: ‌‌اداره بیش از 20 درصد درآمدهای نفتی کشور یک وظیفه مهم و ملی است که به عهده مسئولان صندوق توسعه ملی گذاشته شده است .

وی افزود: از آرزوهای دیرینه ما ایجاد چنین صندوقی در کشور بود که در برنامه پنجم توسعه این موضوع دیده شد و دولت نیز به جد آن را دنبال کرد و اکنون شاهد فعالیت این صندوق هستیم .

وی گفت: بانک پاسارگاد طرحهای متعددی را در دست بررسی دارد و پس از ارزیابی این طرحها بر اساس شاخص هایی مانند اقتصادی بودن و صادرات محور بودن، تسهیلات لازم را در اختیار آنها قرار می دهد.

به گفته ی قاسمی ، ‌بانک پاسارگاد در رتبه بندی های جهانی از رتبه 471 به 266 ارتقا یافته و همچنین جزو 10 بانک پیشرو دنیا است .
